Project Genesis is a strategic sustainable development framework for Morocco to translate from being a net importer of energy and a country facing water shortage issues, into the number one producer both of clean renewable energy and water in the region.

INDH and Genesis

The INDH targets public funds at specifically identified "zones of poverty". The focus is on running water, electricity and sanitation as well as education and basic social services.

When we study Morocco's main expenditures and the composition of its budget, we find that the two major posts are debt and energy, same applies as a matter of fact to most developing countries.

How can Genesis contribute to lift the country out of poverty in an effective and sustainable manner within a foreseable future. Let us look at theses figures for Morocco :

Budget:

revenues: $12.94 billion
expenditures: $16.77 billion; including capital expenditures of $2.19 billion (2005 est.)
Public debt: 72% of GDP (2005 est.)
Oil - consumption: 158,000 bbl/day (2003 est.)
Oil - imports: 147,800 bbl/day
Electricity - consumption: 17.58 billion kWh (2003)
Electricity - exports: 0 kWh (2003)
Electricity - imports: 1.45 billion kWh (2003)

Firstly, I want to get back to a previous topic, that is the capitalization structure of Genesis, and make a link to our INDH ( Initiative Nationale pour le Développement Humain) challenge.

I have also stated that the concept behind genesis is establishing a virtuous cycle, harnessing solar energy, project solaris, to fuel water dessalinisation plants (Project Atlas), making us thus able to provide self sufficiency in energy and water and prime exporters of the two commodities in the med region and as far as the mea region.

It appears to me that we would thus be able to make drastic savings in the energy post of our budget, those savings can be injected into the INDH, that would evolve to achieve a revised goal, a notch above poverty reduction, that of poverty elimination and establish a New Deal for morocco.

The link between Genesis and INDH is one of causality, being self sufficient in energy and water, we have secured two strategical aspects of development, and solved two of the main issues that constitue a threath to our growth, where others see an issue there is also an opportunity to be seized.

We cannot solve the water problem without solving the energy issue, our ressources are scarce, and the trend is toward an increased shortage of water in the region,

The energy issue will not be solved without addressing the water needs of the future, as this will result in massive migration towards to the cities that dispose of a steady water supply thus causing an increased urbanisation and sky rocketting energy needs that will further unbalence our budget.

The two elements are closely intermingled, and failure to solve one of the challenges will result into failure in solving the other and constitute major hurdles in our development strategy. This is the nefast circle vs the virtuous cycle that Genesis aims at establishing.

In the virtuous cycle, Solar energy obtained at competitive dollar per megawatt, allows us to cut on our budget in the energy imports post and also enabling us to cut on our emissions, is now a ressource and not an expense, with the cost cutting benefits reinjected into the INDH or any social initiative for that matter. But more essentially, the money should go to Project Atlas it is the other main component of the virtuous cycle Genesis is all about.
