Solaris will cost about 4.4 billions USD, including only equipment costs, in my scenario the state comes up with the terrain and covers manpower costs up to 60 percents.

Im convinced that Solaris should be Moroccan owned in its majority, its status can be semi public, with a shareholder structure as follow

State 40%
PMC Private Moroccan Capital 20%
PIC Private international capital 15%
International monetary institutions (world bank, arab funds, cee or other) 15%

Solaris should be publicly traded, domestically for atleast 15 years, then on foreign markets.

There should be a 10 years moratorium on the PMC to forbid them selling their stock to PIC.

After that, and I find it to be desirable, PMC will surely trade its stock, with the scenario resulting on PIC becoming the second major shareholder.

After an additional 10 to 15 years the state can start putting its stock on the market, retaining say 20 to 25 percent of the capital. Peut etre une minoritée de controle, comme dirait l'ami Benjelloun.
